Each time an applicant delivers a new document, the Last Updated date will be updated.  If an applicant delivered documents on September 1st and then again on September 5th and then again on September 19th, the Last Updated date will continue to update to reflect the most recent delivery.  This way you can tell when new documents have arrived.
